NOTES FROM MARCH 15:
Our meeting began just after 5 pm, with Jenni Bragar, Wally Brondstatter,
Fred Geiger, Dick Little, Emily Reilly, Wolfgang Rosenberg, Peter Scott,
Janet Singer and Michael Singer attending.
Emily Reilly was again unanimously nominated to facilitate the meeting.
ANNOUNCEMENT:
It was announced that the SCMTD Board of Directors has scheduled its
special meeting to discuss the MetroBase proposal for Wednesday,
March 29 at the Louden Nelson Community Center in Santa Cruz. The
meeting will start at 7 pm. The meeting will cover (a) Current
operations of the Transit District, (b) Opportunities for increased
service, and (c) Project specifics such as project histroy, site
selection, environmental process and funding. The formal presentation
is expected to last for 30 minutes. The remainder of the meeting will
be dedicated to questions and answers.
DISCUSSION RE PLANNING FOR OUR WESTSIDE METROBASE FORUM:
FORUM NAME:
We decided to call our planned forum "A Westside Forum About Metrobase",
sponsored jointly by the Transportation Think Tank and Community TV.
FORUM VENUE:
Emily has submitted an application for the multipurpose room at Bay View
School for the evening of April 6. She will check to see that the room
is in fact available, and will consult on the question of who could
provide insurance. (Is there a possibility that Community TV
sponsorship could obviate the need for insurance? If not, we have to
pay some money.) If it turns out that Bay View School is not available
Emily will pursue Natural Bridges School.
POSSIBLE PANELISTS (OR "STAKEHOLDERS"):
So far, in addition to moderator Geoffrey Dunn, Mark Primack, Wally
Brondstatter and Jeff Le Blanc [who just confirmed] have agreed to serve
as panelists. Jan Beautz has agreed to serve as a panelist if she finds
no schedule conflicts (Emily will check with her). Peter agreed to ask
Ron Goodman. We asked Jim MacKenzie, but he has yet to say "yes" or
"no". (Emily will check with Jim.) We are working on others, to try to
obtain a broad a spectrum of interests and expertise. SCMTD staff
(including General Manager Les White), along with other "experts" will
be on hand to field questions, but will not be on the panel. Dick will
pursue possible panelists from south county, and Wally will contact a
bus mechanic. Peter will pursue a person knowledgeable about possible
effects a Lipton Metrobase might have on Natural Bridges State Park, as
well as a person knowledgeable about UCSC plans or issues.
In a traditional "forum", panelists would be asked to each make an
opening statement, but that is not our plan. Our plan is to invite our
panelists to ask relevant questions following presentations, and to
participate in discussion of any answers that may be proffered. [see
below]
The moderator and the panelists (or "stakeholders", as Janet and Michael
like to call them) would sit around a table in the center of the room.
FORUM STRUCTURE:
Janet and Michael presented their ideas for a possible structure. The
moderator and the panelists would sit around a table in the center of
the room. There would be four segments, with each segment starting with
a 10 to 15 minute presentation, to be followed by questions, first from
the panelists, and then by any others who may attend. Someone (one of
us?) would write the questions on a white board or flip chart easel
setup.
Here are the segments, with the presentation topic for each. Each might
include helpful visuals such as slides or overheads or maps on the wall.
1. a description of the current system. Most likely this would be made
by staff from the SCMTD.
2. a presentation of the arguments for consolidation, and a description
of the site-selection process that at the moment has led to the lipton
site, along with commentary relating to probable consequences of various
scenarios that might ensue. For example, what happens if no
consolidation is undertaken, or what happens if a different site must be
used?
3. considerations of various impacts resulting from the construction and
use of a consolidated operating facility. These would include air,
water and noise pollution, traffic and safety.
4. an "open" segment, with no planned presentation, to consider other
issues, such as (perhaps) what alternate uses of the lipton site might
be foreseeable, or what plans does UCSC have that may impact or interact
with a proposed consolidated operating facility, either on the Lipton
site or elsewhere?
Emily and Peter will arrange to meet with Geoff Dunn to go over the
structure, which we all liked, and as soon as we have panelists
confirmed, we'll distribute a flyer and arrange PSAs etc to publicize
the event as broadly as possible, especially on the Westside of Santa
Cruz. (We have email addresses for those who have sent email to the
City Council, which will be useful here.)
We agreed to adopt our traditional single rule for the forum: "No
Interrupting". ["knock knock." "Who's there?" "interrupting cow."
"interrupting .... ow who?" (response, rudely superposed on the
question where the dots are): "MOOOOOOOOOOOOOOOOOOOOOOOOOO" (thanks to
matt and cheryl for this)]
TAG END:
Wolfgang mentioned that this evening (THURS 3/16) on Community TV there
will be a showing of a videotape on PRT (personal rapid transit).
We'll meet next on April 5 at the usual time and place.
