Several master plan studies and reports are identified in the [Circulation] element with a very restrictive timeline. The costs of the studies and reports will probably exceed $500k and require greater staff resources than currently exist. If adopted, it will greatly impact existing programs and projects.

Several policies and programs suggest that the City will be responsible for transportation planning and coordination for other regional agencies. The City does not have the resources or authority for such actions.

The Circulation Element requires additional congestion monitoring and deficiency plans than are currently included in the draft SC County CMP. This is not feasible considering staffing resources and the nature of deficiency plans.

A study on automobile costs should not be assumed by the City. Pol/Pgm C (Circulation) 1.8.10.1 cost
The ASMPS LOS standard is D at intersections. Peak hour LOS standards are used nationwide and are a common measure to evaluate projects … regionally and provide consistency in environmental review by all public agencies. A road improvement project is seldom selected based solely on the LOS. Safety, access, funding, environmental impacts are all part of the “selection process”.

Project impacts and community concerns are usually addressed in the environmental review process. Define “Community willingness”. What is the criteria for the community to determine to proceed with a roadway project? Pol/Pgm C 5.4 road expansion
What is the “City’s position?” Caltrans is the lead agency in cooperation with the SCCRTC. Widening Hwy 1 for HOV lanes should be a baseline improvement. It has the highest need and provides the greatest benefit to regional and local circulation. It would significantly enhance both carpooling and express bus services. Pol/Pgm C 5.5 road expansion
